This September and October, WCCLS is running a library ambassador campaign. Tell your
friends and neighbors all the reasons you value the library and earn 2 limited-edition prizes
(while supplies last) that will help you show off your love for libraries!
Here’s how to participate:
  1. Pick up a punch card at the library starting Sept. 2, 2025.
  2. Tell 10 friends or neighbors how much you value the library!
  3. Mark a spot every time you talk with someone who doesn’t have a WCCLS library card.
  4. Turn in your completed punch card at the library for a prize while supplies last.
  5. Pick up a new punch card each month you plan to participate. Offer ends Oct. 31, 2025.

The Library building is getting an upgrade! 
The City of Tigard Public Works team is embarking on two major projects to replace the roofing system and to update the heating, ventilation and air conditioning (HVAC) system.  Both projects are beginning this fall and are scheduled to be completed by the end of January, 2026. 
Here are upcoming impacts related to these projects: 
    • During the week of September 1, vendors will be delivering materials for a roofing system replacement. You can expect some short-term parking lot disruption on the morning of Tuesday, September 2. During this time, traffic will be redirected to the south side of the library parking lot, there will be fewer parking spaces, and outside book returns will be unavailable. 
    • There will be some construction-related noise and odors. 
      • Contractors will be working on the roof of the building Monday-Friday through Mid-October, with some Saturday work days. There will be some noise on the roof during this time. 
      • Contractors will be using some products that have odors.  
    • Steps have been taken to reduce the impact of these odors: 
      • Low or no-VOC products are being used 
      • Charcoal filters have been incorporated into the HVAC system 
      • Outside air intake for the HVAC system will be minimized during construction 
      • For more information, SDS sheets for the roofing system materials will be available at the 2nd floor reference desk. 
    • In the next month or so, the Douglas Fir trees on the east side of the building near the new Fanno Creek Bridge will be removed. This was the best location for the new HVAC system, which must be at ground level near the building. Our partnership with Friends of Trees to plant 20 trees in the Library Backyard has proactively addressed this change while also creating a model of a climate-resilient urban forest that will thrive into the future. 
    We expect further disruptions to our spaces and services in the coming months. We will share updates as the projects continue through Books & Bits, in-library signage, and on the library website. 
    Measure 34-345 on Nov. 4, 2025 Ballot
    Proposed Levy for Countywide Library Services

    Washington County Cooperative Library Services (WCCLS) is the primary source of funding for public library operations across the county. About 45% of WCCLS funding currently comes from a local option levy that will expire in June 2026.
    On Nov. 4, 2025, voters will have the opportunity to consider proposed Measure 34-345 that would fund public library services in Washington County.
     
    If passed, Measure 34-345 would fund:
    • Reading and learning support for kids & teens
    • Central services that efficiently link libraries together
    • Open hours and access to books & materials
    • Reading events for children
    If passed, how would Measure 34-345 affect taxpayers?
    • If passed, the proposed measure would authorize an increase in property taxes.
    • The proposed measure would cost property owners $0.37 per $1,000 of assessed property value. The tax would continue from July 2026 through June 2031.
    • The owner of a home assessed at $348,600 would pay approximately $129 per year, or $10.75 per month.
    • The measure would raise $188,915,688 between July 2026 and June 2031.
    What would happen if Measure 34-345 does not pass?
    If the proposed measure does not pass, library services would not be provided as proposed
    and property taxes would not be increased.

    Tigard Public Library will be closed Monday, September 1 in observance of Labor Day.

    The StoryWalk® Project was created by Anne Ferguson of Montpelier, VT and developed in collaboration with the Kellogg-Hubbard Library.

    River Terrace 2.0 Hope House 
    Join us on September 16 for an Open House to tell us if we got it right – learn more about the plan for Tigard’s next great neighborhood, River Terrace 2.0!
    River Terrace 2.0 will be a 500-acre community on the city’s western boundary. Since 2022, community feedback has helped guide our planning. Now, we’re ready to share the proposed plans and see if we’re on the right track — and we need your help! Join us at the project open house on September 16 to share your thoughts. Add it to your calendar here. Dinner will be provided, and children are welcome!
