The Church Committee was formed in the U.S. Senate in 1975, with the mission of investigating illegal surveillance activities by the Central Intelligence Agency (CIA) and the Federal Bureau of Investigation (FBI) during the 1960s. Senator Frank Church, head of the committee, accused the FBI of spying on African-American student groups at universities across the country, regardless of whether the groups had taken part in any illegal activities.
