Most library measures passed in 2023, but the year also saw confusingly worded ballots and little new funding.
Election year 2023 marked a significant moment for libraries on the ballot, with a return to pre-COVID numbers of operating levy renewals and building bonds, but also a marked increase in “upside-down” library elec-tions that can confuse voters. While a high number of renewals passed, there were few ballot measures for new funding. In the face of opposition from would-be book banners and censors, several libraries were on the ballot for critical measures that would radically change their governance, or even force them to close... |

In the way back yonder year of 2020, the Fairfax County Public Library’s (FCPL) Board of Trustees accomplished something nearly unprecedented. In the County’s advertised budget, which was released in early February 2020, they had advocated and won support for an almost $1 million dollar increase for the library to provide additional weekend service hours and a bump to the materials budget. Then along came March of that year and the start of pandemic. We all remember too well that feeling of uncertainty as layoffs rippled throughout the country and governmental budgets were impacted even as human services needs skyrocketed. The County quickly released a revised budget which maintained baseline dollars for all departments and agencies. Not a dramatic reduction thankfully, but certainly no more $1 million dollar increase which the Library Board had worked so hard to achieve...

The Fairfax County Public Library's Board of Trustees voted Wednesday to rename Patrick Henry Library to the Vienna-Carter Library. The name honors the Carter family, a multiracial family with roots in Vienna and Fairfax County history. One member of the family, William McKinley Carter was a charter member of the Fairfax County NAACP and helped establish an integrated county library branch in the Town of Vienna... |

"If this nation is to be wise as well as strong, if we are to achieve our destiny, then we need more new ideas for more wise men reading more good books in more public libraries...We must know all the facts and hear all the alternatives and listen to all the criticisms. Let us welcome controversial books and controversial authors. For the Bill of Rights is the guardian of our security as well as our liberty."
